IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
RESOLUTION #2022-21
Rescinding Resolution #2021-90 Designating American Rescue Plan funding for use on the Waste Water Treatment Facility expansion and related Water and Sewer projects
WHEREAS, The Council approved to designate the use of the American Rescue Plan funding to the design, engineering and construction of the Waste Water Treatment Facility expansion on August 16, 2021 as set forth within Resolution #2021-90, and
WHEREAS, The City Administrator explained that Federal government has passed legislation that provided billions in COVID relief funding for States and municipalities, termed the American Rescue Plan Act (ARPA), and
WHEREAS, The US Treasury issued the Final Rule on uses for the ARPA funds, which take effect on April 1, 2022, which allows for a standard allowance for revenue loss for government services adds additional eligible water and sewer infrastructure investments, and
WHEREAS, City recently completed an income survey that shows the City is eligible for CDBG funding for the waste water treatment facility. Staff was recently informed that one of the requirements for use of CDBG money is that the City’s ARPA funds cannot be specifically designated for use on the waste water treatment facility, until after the CDBG Grant is awarded, and
NOW THEREFORE, BE IT RESOLVED that the City Council of Monticello, Iowa does hereby Rescind Resolution #2020-90 in its’ entirety.
