IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
RESOLUTION #12-91
Resolution to approve entering into Contract with ECICOG to administer
Flood Property Demolitions and Buy-Out.
WHEREAS, the City of Monticello previously successfully applied for and received FEMA Grant assistance to buy out both residential and commercial properties regularly inundated by flood waters along Kitty Creek, and
WHEREAS, the continuing process includes the formal acquisition of the properties, hazard abatement at the properties, and eventual demolition of the structures, and
WHEREAS, the process, beginning to end, is cumbersome, fraught with federal rules and regulations, and time consuming, and
WHEREAS, the City does not have a staff person with the required expertise and time to manage the process, and to delay the process is not in the best interest of the City or the property owners, and
WHEREAS, the City Administrator has been in contact with ECICOG, FEMA, Iowa Homeland Security, and others related to the buy-out and finds that the entry into an agreement with ECICOG, an agency with experience in flood property acquisitions and demolitions, is in the best interest of the City and property owners and will result in the quickest and most organized process to bring about the finalization of the buy-out and property demolition project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Monticello, Iowa does hereby authorize the City Administrator to execute an agreement with ECICOG to manage the flood Buy-Out and Demolition project at a cost of not to exceed $15,000 related to the property acquisition portion of the project and not to exceed $18,000 related to the property demolition phase of the project.
