IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
RESOLUTION #12-86
Approving wages for non-bargaining staff for FY ’13
WHEREAS, Most City employees wages are covered by a collective bargaining agreement where wages are pre-determined, and some are covered by employment agreements where wages and planned increases were bargained for and previously determined (City Administrator, Police Chief, Ambulance Director), and
WHEREAS, Other City employees or positions are not covered by collective bargaining, such as the City Clerk, P.W. Director, Park and Rec. Director, City Custodian/Maintenance, Library Director and staff, Ambulance Volunteers, and Police Sergeant and Police Secretary / Local Access Coordinator, and
WHEREAS, The bargaining unit employees are set to get raises in the coming year in the approximate amount of 2.5%, same having been previously negotiated, FY ’13 being the second year of the four year agreement, and
WHEREAS, The City Council has historically granted wages to non-bargaining staff in a similar, but not necessarily equal, manner to bargaining employees, and
WHEREAS, At the recommendation of the Ambulance Director, the following rates of pay will be paid to Ambulance Dpt. Volunteers, same to take effect July 1, 2012
Fee to be Paid for 6-hour On-Call shift: $12.00 (Up from $10.00)
Ambulance driver: $ 7.66 / Hour (unchanged)
EMT-B or EMT-I: $10.56 / Hour (unchanged)
Paramedic: $12.67 / Hour (unchanged)
Paramedic Specialist: $13.72 / Hour (unchanged),
WHEREAS, At the recommendation of the City Administrator, the following Department Heads will be paid the following salaries, same to take effect July 1, 2012:
City Clerk Sally Hinrichsen $56,606.04 / Year (2.5% increase)
P.W. Dir. Dana “Diz” Edwards $57,319.13 / Year (2.5% increase)
Park and Rec. Director Tami Bartram $39,052.50 / Year (2.5% increase)
WHEREAS, At the recommendation of the City Administrator, after consultation with the Police Chief, the following employee will be paid the following wage, same to take effect on July 1, 2012:
Peg Merfeld(Secretary/Local Access) $ 16.83 / Hour (2.5% increase), and
WHEREAS, At the recommendation of the City Administrator, the following employees will be paid the following rate, same to take effect July 1, 2012:
Lyle (Bud) Holub $ 12.30 / Hour (2.5% increase), and
WHEREAS, all of the above wage increases were contemplated and accounted for in the FY ’13 budget as previously approved by the City Council; and
WHEREAS, The employment contract between the City of Monticello and the City Administrator calls for a 3.5% increase in the City Administrator’s wages for the coming FY, and the City Administrator has agreed to a voluntary reduction in said increase, from 3.5% to 2.5%, to match the rate increases of other non-bargaining Dpt. Heads without employment agreements, and requests that the Council approve of the modification of the employment agreement / contract to reflect that change for the coming year.
NOW THEREFORE BE IT RESOLVED that the City Council of Monticello, Iowa does hereby approve of the wages and salaries set out above, and further specifically approves of the proposed amendment to the City Administrator’s Employment Agreement by way of the voluntary reduction of the City Administrator’s wage increase for the coming from 3.5% to 2.5%, all of said wages to take effect and be applicable to the first payroll issued during the month of July, 2012, and further acknowledges that wages for Police Officers and Sergeant, and Library Workers and Director will be presented for consideration and approval at the next Council meeting on June 18, 2012.
