THE CITY OF MONTICELLO, IOWA
RESOLUTION #12-35
Resolution supporting the proposed Maquoketa River Restoration – Mon-Maq dam modification project being pursued by the Jones County Conservation Board.
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
WHEREAS, the City of Monticello borders the Maquoketa River, and Kitty Creek, which flows through town empties into the Maquoketa River not far from the Monticello Wastewater Treatment plant, and
WHEREAS, the City Council recognizes the importance of the Maquoketa River to Monticello, from a recreation standpoint, whether paddling, fishing, or merely observing the water flow, and also recognizes the importance of the river in handling storm water run-off and flow from Kitty Creek in such a manner as to not contribute to or cause flooding in the community, and finally, the importance of maintaining the river channel in its’ present location, as the relocation of the channel around the dam could undermine Wastewater Treatment Plant infrastructure and put the plant more at risk during future flood events, and
WHEREAS, the City Council understands that the Conservation Board, through its’ Director and a diverse study group, has studied the existence of the dam, and whether or not the continued existence of the dam is a positive or negative to the community, and whether or not other alternatives for the dam or the dam site would be of benefit to most if not all users of the river as well as to those affected or otherwise impacted by the river, said study taking place over the last four (4) years, and
WHEREAS, the City Council understands that after study, and the receipt of public input, the Jones County Conservation Board has determined that the best course of action is the alteration of the Dam, consistent with Alternative “A” as identified and laid out by engineers involved in the study of this matter, and
WHEREAS, the City Council finds that it is appropriate and proper under the circumstances to approve the Resolution setting out the following statement of support from the City Council for this process and potential project, to wit:
The City Council of the City of Monticello does hereby express their support for Jones County Conservation Board’s pursuit of fundraising and further technical data related to the alteration of the Mon-Maq Dam with the intended implementation of Alternative “A” river restoration and associated land trail as identified by the project engineers. In addition, the Council fully expects to partner with the Jones County Conservation Board, Jones County Board of Supervisors, and others in the final planning and implementation of this project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MONTICELLO, IOWA, that the above statement of support of position statement is hereby approved and adopted by the City Council of the City of Monticello.
