IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
RESOLUTION #11-98
Resolution to award contract Re: Monticello Regional Airport Terminal Building
WHEREAS, the City Council previously advertised for and received bids related to the Monticello Regional Airport Terminal Building, and
WHEREAS, since the receipt of bids the Airport Board, City Council, and staff have been working with the apparent low bidder, Tricon Construction out of Dubuque, Iowa, to find ways to modify the project from a cost savings standpoint and to consider various building design, or re-design, options that might prove beneficial from a cost standpoint and possible from a maintenance standpoint as well, and
WHEREAS, after many staff level meetings, and collaborations between Council members, Airport Board members, the contractor, and the City Engineer, the Airport Board has agreed to certain cost saving modifications but has ultimately decided to move forward with the “as bid” building design, and at a special meeting of the Airport Board on June 30, 2011, voted to recommend that the City Council award the base bid and bid alternate #1 to Tricon Construction Company, with the understanding and agreement that there would be a number of change orders, both positive and negative, to the base bid, consistent with the group conversations that have occurred since the bid opening, those changes being generally summarized as follows:
1. The movement of landside vestibule 100 into the building and shortening the roof extending from the vestibule area towards the parking lot, eliminating two stone columns and glass on one side of the vestibule. The remaining columns will measure 11 feet, instead of 9 feet, from the outside of the vestibule, to keep the walkway outside the roof overhang. (Estimated cost savings ≥ $4,540.)
2. Changing the windows as bid from windows that have opening “awning” windows to fixed windows. (Estimated cost savings ≥ $4,200.)
3. The flight planning room will be moved north to where the hallway is shown on the “as-bid” plans, and the door between the old and new building will be moved to the south side of the flight planning room. This will also require a ramp (like the one in the hallway of the “as-bid” plans), but will eliminate one wall. The ramp will require a handrail on the south side, which will match the handrail specified for the mezzanine (bid option No. 2). The cost of this change has not been estimated at this time, but should be minimal in either direction.
4. The removal of gutters and downspouts (2) at junction of valleys of roof “tie-in”.
5. The installation of under-panel roof melt system at junction of valleys.
6. The installation of two concrete “splash pads” for water draining off the roof at the point where the valleys join, this being in lieu of the gutters and downspouts at those locations.
7. The removal of snow guards from the main roof north of the landside entrance and the north side of the landside covered entrance (approx.. 45 lin. Ft.). Snow guards will remain on the main roof south of the covered entrance and on the south side of the covered entrance roof because of foot traffic in those areas.
8. The installation of all new roofing panels on the East side of the FBO building before the Terminal roof system is attached to or connected to the existing building.
9. The exterior surface of the building will be Stone City Stone as opposed to steel siding.

WHEREAS, The Council, in consideration of and in recognition of the above modifications, finds that the bids previously received should be formally accepted and the project awarded to the lowest responsible responsive bidder, Tricon Construction, with the further understanding that the awarding of this bid is subject to FAA funding
NOW, THEREFORE, BE IT RESOLVED that the City Council of Monticello, Iowa does hereby accept the Airport Terminal Building Bids and hereby awards the base bid and bid alternate #1, with and subject to the understandings set forth within the body of this Resolution related to anticipated changes, to Tricon Construction Company, said award being further subject to FAA approval and funding as is anticipated.
