RESOLUTION #11-42
Resolution authorizing Jones County Fair to manage reconstruction of flood damaged walls, to install additional concrete adjacent thereto for seating, and to contribute FEMA dollars received by City for said purpose
IN THE NAME AND BY THE AUTHORITY OF THE CITY OF MONTICELLO, IOWA
WHEREAS, The flood of 2010 damaged concrete walls adjacent to the track at the City Park, both to the South and to the North of the grandstand, and
WHEREAS, The City requested monetary assistance through FEMA to repair said walls and related fencing, and
WHEREAS, The City Application was successful, the City being awarded approximately $30,000 to see to the repairs of the damaged wall sections and related fencing, and
WHEREAS, The Jones County Fair Board desires to manage the project to replace the walls and fencing, and further desires to modify the walls, fencing, and earthen area immediately behind the walls, so that the new walls will be lower, matching the height of the walls in front of the grandstand, fencing will be installed, but will be designed so that it can be removed from the wall when necessary, and the earthen areas behind the replaced sections of wall will be concreted so as to shore up the area and to assist in the stabilization of the new walls in the event of future flooding with a secondary purpose of providing additional seating during the Fair, and
WHEREAS, The Council finds that the project as proposed would result in the repair of the damaged walls/fencing in such a way as to better withstand future floods and further finds that the Fair’s willingness to invest the additional money necessary to compete the improvements in the manner desired by the Fair is of benefit to both the Fair and the City, and that, therefore, the Council should approve of the investment of the FEMA dollars, to be received as a result of the damaged walls, in this project, with the understanding that all additional expense will be borne 100% by the Fair.
NOW THEREFORE BE IT RESOLVED by the City of Monticello, through its’ City Council, in session this 4th day of April, 2011, that the Jones County Fair Board is hereby permitted to manage the project to replace the walls and fencing adjacent to the track as described herein, and top modify them as noted herein, in general, to reduce the height of the new walls to match the height of the walls in front of the grandstand, to install fencing, but in such a manner that it can be removed from the wall when necessary, and to modify the earthen areas behind the replaced sections of wall by adding concrete to shore up the area and to assist in the stabilization of the new walls in the event of future flooding with a secondary purpose of providing additional seating during the Fair, with the further understanding and agreement that the Council should approve of the investment of the FEMA dollars, in the approximate amount of $30,000, to be received by the City as a result of the damaged walls, in this project, with the understanding that all additional expense will be borne 100% by the Fair.
