RESOLUTION #10-07
Resolution to schedule Dpt. Head Reporting to City Council.
WHEREAS, It is imperative that the City Council be given every opportunity to be aware of the activities of the various City of Monticello Departments, and
WHEREAS, To that end, the Council finds it appropriate to direct each Dpt. Head to see to the preparation of a monthly written report, with some information to be provided on a standardized form that will be used by all Dpt’s., with Dpt. Heads being free to attach addenda as necessary to fully report to the City Council, and
WHEREAS, Due to the fact that the Police Department answers to the City Council, whereas other departments answer to the Council through the City Administrator, the Council finds it appropriate to have the Police Chief provide an oral report to the City Council at the conclusion of the 2nd regular monthly meeting, same to be open to the public, but not televised on local access, so as to ensure a free and open discussion between the Mayor, Council, and Police Chief, and
WHEREAS, It is the further desire of the City Council that all other Department Heads provide an oral update to the City Council at least quarterly, at one of the two regularly scheduled City Council meetings. The Departments desired to so report are as follows: Administration, Public Works (includes Road Use, Streets, Sanitation, Sewer, Water, and Cemetery), Ambulance, Fire, Airport, Park and Recreation, Library, and Local Access, and
WHEREAS, The Council’s intent in receiving these reports is to be in a position to exercise oversight and to maintain accountability amongst the departments without micromanaging the departments, and
WHEREAS, The Council recognizes that it is the job of the Dpt. Heads and the staff to “do the job”, and further recognizes the importance of having a clear understanding of the reasons certain decisions have been made within the various departments, and for that reason will make every effort to address questions generated by the monthly report by direct contact with the Dpt. Head, outside of the Council meetings, before addressing said items within the Council meeting, giving the Dpt. Head an opportunity to fill in any missing information or to clear up any issue in a non-confrontational manner, and also doing so in such a way as to allow the Dpt. Head to take the necessary steps to gather any and all additional information that may be needed to fully and accurately respond to any specific issue or question.
NOW, THEREFORE, BE IT RESOLVED that the City Council of Monticello, Iowa does hereby direct each Dpt. Head to see to the preparation of a monthly written report, with some information to be provided on a standardized form that will be used by all Dpt’s., with Dpt. Heads being free to attach addenda as necessary to fully report to the City Council, same to be made available to the City Administrator by noon on Thursday prior to the second regularly scheduled City Council meeting, and to provide a quarterly oral report, on the highlights of their departmental activities.
