Regular Council Meeting – Official

Mayor Brian Wolken called the meeting to order. Council present: Dave Goedken, Rob Paulson, Johnny Russ, Chris Lux and Tom Yeoman. Also present were City Clerk Sally Hinrichsen, Public Works Director Brant LaGrange and Police Chief Britt Smith.
Yeoman moved to approve the agenda, as amend by removing resolution related to the Office Lounge request for a street dance and correcting house number from 604 to 504 for tax abatement request; Russ seconded, roll call unanimous.
Kay Junion, 245 N Arminda, addressed the Council with concerns on the Berndes Center not being open in the morning for their exercise class last week and also snow not being shoveled this morning. She questioned if more help was needed.
Chamber of Commerce Director Jan Hoag extended an invitation to their annual meeting on January 24th at 5:30 PM at Monticello Eagles.
Rob Paulson requested the Whiskey River liquor license renewal be removed from the consent agenda and to be considered separately.
Goedken moved to approve the consent agenda, as amended, Lux seconded, roll call unanimous.
When asked, Smith reported doing a background check and found nothing that would prevent Whiskey River’s owner from possessing a license and there were no issues with the bar’s management in the last 8 months. Russ moved to approve the Whiskey River liquor license renewal, seconded by Goedken, roll call vote, Russ, Goedken, Lux and Yeoman voted aye and Paulson voted nay; Motion carried.
Goedken moved to approve the design and purchase of Baty Disc Golf Course and Willow Shelter Recognition signage, as long as donors approved the design, Yeoman seconded, roll call unanimous.
Goedken requested that staff look at starting the budget process sooner, like in December, so no special meeting would be required and give Council more time to work on the budget. Yeoman moved to approve scheduling a Special Budget meeting on January 29th, 2018 at 6:00 p.m., Russ seconded, roll call unanimous.
Jacki Luckstead reported this will be the 11th year for the Jones County Extension Summer Discovery Camp and they had over 100 kids attend last year. Goedken moved to approve Resolution 18-04 Approving contribution to Jones County Extension Programming in the amount of $500.00, Russ seconded, roll call unanimous.
Yeoman moved to approve Resolution 18-05 Designating the Monticello Express as the official publication newspaper for the City of Monticello, Goedken seconded, roll call unanimous.
Goedken moved to approve Resolution 18-06 Approving Larry W Culver, Ann L Culver and Annette L Smith Tax Abatement Application related to Residential Improvements constructed at 515 Locust Court, Monticello, Iowa, Russ seconded, roll call unanimous.
Russ moved to approve Resolution 18-07 Approving Jeanette Freese Tax Abatement Application related to Residential Improvements constructed at 504 Locust Court, Monticello, Iowa, Paulson seconded, roll call unanimous.
Paulson moved to approve Resolution 18-08 Approving funding /investment in Jones County Tourism in the amount of $1,139.00 for FY 2019, Russ seconded, roll call unanimous.
Yeoman moved to table action on Resolution to approve the Agreement for Communication Services with the Jones County Sheriff’s Dept to allow Smith to get move information on the costs and budget related to the communication services, Russ seconded, roll call unanimous.
Yeoman moved to approve Resolution #18-09 to approve Pay Request #4, related to the Monticello Airport Ten-T Hangar project, to Schaus-Vorhies in the amount of $190,387.02, seconded by Russ, roll call unanimous.
Paulson moved to approve Resolution #18-10 to approve the 2nd Year Local match to Keep Iowa Beautiful /Hometown Pride Program, in the amount of $1,500.00, Lux seconded, roll call unanimous.
Goedken moved to approve Resolution #18-11 approving investment in the Independence Day Fireworks and related festivities to be held on July 4, 2018, in the amount of $2,600.00, Russ seconded, roll call unanimous.
Jones County Safe and Healthy Youth Coalition Project Coordinator, Jennifer Husmann updated the Council of their services, programs and fundraisers. Husmann reviewed their proposed budget. Russ moved to approve Resolution #18-12 Approving investment in Jones County Safe & Healthy Youth Coalition in the amount of $2,000.00, Goedken seconded, roll call unanimous.
LaGrange reported two companies have shown an interest in pursuing a contract with Monticello to collect residential recycling.
LaGrange stated he hired a temporary part time staff until Council decides how they plan to proceed with the City garbage pickup, with City either continuing to pick up the residential garbage or contracting for the services.
Hinrichsen reviewed the budget packet and proposed budget timeline.
No action was taken related to the potential legal action related to Tami Bartram who is threatening civil action against the City. Herman turned case over to the City Insurance carrier.
Smith updated the Council on the campground near the Blue Inn. Smith advised that Jones County Land Use staff Michelle Lubben advised the owners that they need to apply for a zoning permit for a campground; Jones County Environmental Services staff Paula Hart is addressing the waste being dumped into the ditch and Jones County Engineer Derek Snead is looking into the ROW issues. Smith stated they have moved 3 campers off the grounds.
